Facing the global terrorist threat: a European response

In this Working Paper, Mirjam Dittrich, analyses the European responses to the global terrorist threat. She argues that while the Union has made substantial efforts, improved coordination between intelligence and security services both on the national and European levels remains critical. Policy makers in Europe face the difficult challenge of balancing civil rights and liberties with effective counter-terrorism and security measures. Tackling the root causes of terrorism is  fundamental to achieving lasting security and this paper highlights some key priorities for short- and long-term action.
