Constitutional reform in Bosnia and Herzegovina: preparing EU accession

Bosnia and Herzegovina, whose domestic situation has deteriorated continuously, should be a priority for a renewed strategy of engagement with the Balkans, says this EPC Policy Brief by Florian Bieber. Recent EU-US attempts to persuade Bosnian leaders to sign up to constitutional reform have failed. In the run-up to the country’s election this October, the EU needs to substitute such whirlwind diplomacy with a more strategic approach towards the country. Focused on institution-building rather than on Constitutional reform would also provide more targeted, realistic policies, with more concrete results.
