Escaping the poverty trap: will Europe 2020 deliver more equal societies?

With concern mounting about the growing level of income inequality within and between EU members, this Policy Brief by Claire Dhéret assesses whether the poverty-reduction target in the EU’s new strategy for growth: Europe 2020 has any chance of delivering more equal societies over the next ten years. The author believes it will be difficult, given the free hand Member States have in implementing targets. While it is clear that one size does not fit all, she suggests creating ‘country clusters’ of similar countries, and setting a target for each cluster, which should make it easier to garner national political support.
