A bridge over troubled borders: Europeanising the Balkans

In this Policy Brief, issued on the eve of the adoption of new European Commission’s enlargement package on the progress of candidates for EU membership (9 November), Rosa Balfour and Dijana Basic examine the myriad border disputes simmering in the Balkans. They argue that if these are not resolved, potential members could find accession negotiations blocked by one Member State, as happened with Slovenia-Croatia and Macedonia. They suggest instead that the EU’s embryonic External Action Service should promote a region-wide process modelled on the Stability Pack for Central and Eastern Europe to promote dialogue between countries, totally decoupled from the accession process.
