The recovery plan revisited

When EU leaders meet in Brussels on 19-20 March, assessing the impact of the European Economic Recovery Plan will be high on the agenda. This Commentary by Fabian Zuleeg and Hans Martens considers whether the measures taken so far are indeed “timely, temporary and targeted”. It concludes that while they are timely, firmer plans are needed to show they are temporary and much better targeting is required, particularly to deliver the ‘smart, green growth’ which was a key objective of the original plan.
