Multicultural Australia

Yves Pascouau traveled to Australia to participate in an international media visit organised by Australian Ministry of Foreign Affairs. The visit focused on Australia’s thinking on migration and multicultural policies and how it fosters the inclusion of migrants and refugees.

Over the last decade and more particularly the last couple of months, the EU has faced the development of increasing conflicts on migration related issues. The situation has raised such a level of struggles that bringing back equilibrium in such a conflicting environment will be a hard task for all players and at all stages. However, if EU leaders are unable to take the appropriate political decisions and actions, the EU integration process will simply be at risk. Andreia Ghimis, Yves Pascouau and Norma Rose prepared a policy update for the European Programme for Integration and Migration (EPIM). The May edition of the 'EPC Policy Update for the European Programme for Integration and Migration' provides a focused analysis of recent EU-level policy-making, legislation and jurisprudence relevant to EPIM’s sub-funds on (1) immigration detention; (2) reforms of the Common European Asylum System; (3) children on the move and (4) EU mobile citizens’ access to social benefits and covers the period from 1 March 2016 to 15 May 2016.

A jobseeker's visa for third-country nationals

Yves Pascouau wrote the policy paper 'A jobseeker’s visa for third-country nationals' for the Jacques Delors Institute, wherein he proposes to create a jobseeker’s visa, based on the freedom of movement of European citizens and on the legal and technological “arsenal” implemented for the EU’s external border controls.

Integration measures in the EU
20 April 2016

Yves Pascouau's research paper on integration policies in European countries was published on the European Web Site on Integration, part of DG HOME. The report entitled 'Measures and rules developed in the EU Member States regarding integration of third county nationals' is a comparative analysis of schemes established in the 27 member States and Norway. It does not cover the full scope of integration policies but aims more precisely to compare national policies and measures adopted in two specific fields: language and civic knowledge, on the one hand, and access to the labour market in the other.

Yves Pascouau participated in a panel debate on labour mobility in the EU. The panel debate took place at a conference on Intra-European mobility and circular migration organised by the Latvian Presidency of the EU Council in Riga. Other notable speakers were Egils Levits, Judge, Court of Justice of the EU, Marina del Corral Telléz, Secretary General of Immigration and Emigration at the Ministry of Employment and Social Security in Spain and Jörg Tagger, Deputy Head of Unit of the Directorate-General for Employment, Social Affairs and Inclusion at the European Commission.

European Citizen's Prize

On 25 February 2015, Yves Pascouau was awarded the European Citizen's Prize by the European Parliament for his work on the European Migration Law website. The prize is given to people "who make Europe a better place" as a reward "for their contributions to European cooperation and the promotion of common values".

Think Global - Act European

In the framework of the Think Global - Act European (TGAE) project, Yves Pascouau participated in a debate on European migration strategies.

The synthesis by Chiara Rosselli, fellow researcher at Notre Europe - Jacques Delors Institute, in the debate organised together with the EUISS, on 4 July in Paris, draws on the recommendations on EU migratory policies in the framework of the "Think Global Act european IV" Report.

After having recalled the international and European context of the migratory policies and public perceptions of them, the synthesis comes back to the recommendations of an ambitious European coordination policy, based on a strategic vision of the EU's migratory challenges.

On 1 February 2013, Yves Pascouau chaired a conference at the European Parliament, organised by Forum Refugié-Cosi, the European Council on Refugees and Exiles (ECRE) and the Hungarian Helsinki Committee. The conference aimed to assess Member State practice regarding the Dublin II Regulation, with respect to fundamental rights, and shed light on challenging aspects of the Dublin system itself, within the context of the Common European Asylum System as well as with regard to its recast.
