ONLINE EPC UPDATE/POST-SUMMIT BRIEFING
As EU leaders prepare for a pivotal European Council meeting on 18-19 June, they face a dense agenda shaped by regional and global political uncertainty, geoeconomic pressure and the need for renewed political clarity. The June Summit will focus primarily on Ukraine, developments in the Middle East, the next Multiannual Financial Framework (MFF) and Europe’s defence and security.
Can the EU unify on Ukraine while navigating increasingly complex enlargement choices, particularly in light of recent Franco‑German calls for a new approach? Will leaders articulate a more coherent response to the shifting situation in the Middle East and its implications for regional stability? Is meaningful progress being made on the next MFF on the basis of the new negotiating box presented by the Cyprus Council Presidency, and does a compromise by the end of 2026 look feasible given widening fiscal divides? Can the EU move beyond declarations to strengthen its defence and security capabilities in a more hostile strategic environment?
