EPC Director of Studies Janis A. Emmanouilidis, EPC Head of Programme Annika Hedberg, and EPC Chief Executive Fabian Zuleeg will review the outcome of the European Council meeting on 15-16 October. The first part will focus on three main issues: firstly, we will assess the latest attempts by EU leaders to agree a more coordinated response to the COVID-19 pandemic, including the ongoing work with respect to the development and distribution of a vaccine at the EU level. Secondly, with regard to EU-UK relations, the European Council will take stock on the implementation of the withdrawal agreement and review the state of negotiations on the future relationship between the EU and the UK. In this context, EU leaders will also discuss the preparatory work undertaken for all scenarios after 1 January 2021. Thirdly, we will review the state of affairs and perspectives for the inter-institutional negotations on the Multi-annnual Financial Framework (MFF) and the recovery instrument “Next Generation EU”.
The second part will deal with climate change, given that the Summit will look at progress made towards delivering the Union’s objective of climate neutrality by 2050. Following the Commission’s 2030 Climate Target Plan, the European Council will hold an “orientation debate” on issues related to climate change.

The European Politics and Institutions Programme covers the EU’s institutional architecture, governance and policymaking to ensure that it can move forward and respond to the challenges of the 21st century democratically and effectively. It also monitors and analyses political developments at the EU level and in the member states, discussing the key questions of how to involve European citizens in the discussions over the Union’s future and how to win their support for European integration. The Programme has a special focus on enlargement policy towards the Western Balkans, questions of EU institutional reform and illiberal trends in European democracies.
