Intra-EU mobility of third country nationals: making use of existing tools at EU level and the ways forward

While the EU has adopted common norms addressing the issue of intra-EU mobility, the approach is still limited, and a number of important issues still depend on national legal frameworks. As a result, procedures, rights and obligations of third country nationals differ among Member States and this has the power to impede or discourage labour mobility and prevent an optimal allocation of human resources. This workshop explored and discussed mobility of third country nationals within the EU, and debated ways of enhancing the effectiveness of possible policy and legal options, such as tools to improve access to work opportunities and options to recognise foreign qualifications.
