Europe in the World

Equipping the European Union for the 21st century

17 January 2013
Rosa Balfour (Senior Adviser to EPC on Europe in the World) and Kristi Raik (External authors)

Does the EU have the institutional and political structures to pursue its foreign policy priorities and strategies? With the 2013 Review of the European External Action Service due, this is a pertinent question. By looking at how the EEAS relates to national diplomacies and how it rises to the challenges of the 21st century, Rosa Balfour and Kristi Raik argue that the EEAS needs to be at the centre of an ‘emerging EU system of diplomacy’, shaping it and not just being shaped by others, and creating a new sense of unity for EU foreign policy.
