The ENP three years on: where from - and where next?

As EU Foreign Ministers prepare to meet in Bremen to discuss the future of the European Neighbourhood Policy, this Policy Brief by EPC Chief Policy Analyst Antonio Missiroli argues that the existing ENP cannot live up to expectations and is in need of reform. He suggests drawing up different ‘templates’ for the Union’s European and non-European neighbours, and says Germany has a unique opportunity to make progress in this area during its EU presidency.
