One size fits all? Tailored integration policies for migrants in the European Union

There has been a sea-change in the patterns and scale of migration to Europe in recent decades, with a shift from permanent to temporary migration. This Working Paper by Elizabeth Collett warns that EU Member States’ integration policies have not kept pace with these developments and neglect the needs of temporary migrants. The paper argues that new thinking, and new policies, are needed. It focuses on three groups of migrants vital to Europe’s economic success - temporary workers, international students and workers from new Member States - and makes detailed recommendations for programmes to integrate them into society.
