In danger of breakdown: is the EU approaching budget stalemate?

This issue paper by Chief Economist Fabian Zuleeg on the coming negotiations for the EU multi-annual financial framework charts the difficult economic, political and institutional context, which might well result in budget stalemate, with disastrous consequences for the delivery of EU policy priorities. Even if the EU manages to avoid stalemate, the outcome is unlikely to deliver the reform of the budget needed, with a strong inherent status quo bias. But can the EU afford to continue into the next decade with a budget that is not fit for purpose?
