Ratify the Constitution - Strengthen EU Democracy

This Issue Paper examines the underlying malaise displayed by sections of public opinion towards the European Union in some current Constitutional Treaty referendum campaigns. Senior EPC writers identify the worrying underdevelopment of an EU democratic polity as a major problem in overcoming a sense of distance and even alienation from the EU decision making process. While ratification of the Treaty is essential, they insist that the public must be presented with serious choices about the direction to be taken by the Union in future EU elections. European political parties have a pivotal role in this and pan-European civil society organisations should be encouraged to foster a trans-national debate.
