Financing Europe - the budget conundrum

Getting an agreement on the European Union's budget has never been straightforward. With 25 Member States around the table and a tendency by governments to want to balance payments to, and receipts from, the budget,  negotiations are now more complicated than ever. This Issue Paper explains the background to the current round of talks, highlights the weaknesses and contradictions of the main actors involved, and warns of the pernicious consequences this could have for the Union as a whole. The authors' criticise the very idea of having "more Europe" for less money and argue that a radical change of context is needed to tackle the challenges facing the EU.
