A human security agenda for the EU?

The notion of ‘human security’ has come along way since it was first formulated in a ground-breaking report by the United Nations Development Programme (UNDP) in 1994. It has become a recurrent theme in international debates and has inspired official policy in some countries. This Issue Paper by EPC Junior Policy Analyst John Kotsopoulos argues that adopting a formal human security agenda would benefit the EU by improving the coordination and focus of its external relations policies.
