Gas and electricity in Europe: the elusive common interest

Rising energy demand, the Ukrainian gas crisis and recent controversial mergers have pushed the issue to the top of the EU agenda. This Policy Brief by Analyst Guillaume Durand argues that for all the talk of a common energy policy, Member States remain reluctant to create a truly integrated market. The Union needs a clear strategy on issues such as security of supply and must recognise that liberalisation alone will not meet all the EU’s policy objectives.
