Absorption capacity: old wine in new bottles?

On the eve of the European Commission’s report on whether Bulgaria and Romania are ready to join the EU in January 2007, EPC Policy Analyst Guillaume Durand and Chief Policy Analyst Antonio Missiroli consider the vexed question of the Union’s capacity to absorb new members. They argue that the prospect of an ‘ever wider Union’ does raise questions about the EU’s institutional set-up, competences and policies, but framing this debate in terms of ‘absorption capacity’ has unfortunate consequences.
