Blue skies over Berlin?

Speaking to fellow leaders at the EU’s 50th anniversary celebrations in Berlin, German Chancellor Angela Merkel said she was counting on their support to break the deadlock over the Constitutional Treaty. But will she get it? This Commentary warns that despite the more positive mood around the Union’s top table, the arguments over the drafting of the Berlin Declaration illustrate just how difficult it will be to bridge the gap between the Constitution’s supporters and those who favour a minimalist approach.
