In July 2016, the presidents of the European Council and the European Commission, together with the Secretary General of the North Atlantic Treaty Organization (NATO), signed a Joint Declaration in Warsaw with a view to giving new impetus and new substance to the EU-NATO strategic partnership. The declaration outlined several concrete areas where cooperation between the two organisations should be enhanced, such as on countering hybrid threats, operational cooperation, including at sea and on migration, cyber security and defence, defence capabilities, defence industry and research and supporting Eastern and Southern partners’ capacity-building efforts. On the basis of the mandate given by the Joint Declaration, common sets of proposals were endorsed by the EU and NATO Councils in December 2016 and 2017. Dozens of concrete actions are being implemented. In July 2018, EU and NATO leaders signed a second Joint Declaration, calling for swift progress in implementation of the common sets of proposals.

The United States have a strong interest in an enhanced cooperation between NATO and the EU and the U.S.’ role in Europe’s defence remains essential. While cooperation between the EU and NATO has visibly improved over the last years, there are still challenges, and there is much potential for cooperation that remains untapped.

This on-line event will scrutinise the state of play of EU-NATO relations, the challenges that cooperation is facing and explore the prospects for possible new areas of cooperation.
