Russia’s war on Ukraine has transformed the Black Sea region into a frontline of European and global security. Naval blockades, drone attacks and repeated strikes on critical port infrastructure have disrupted regional security, global food supply chains and energy routes. As ceasefire discussions evolve, the maritime domain poses unique challenges: how to monitor compliance, verify violations and manage escalation at sea.
Securing the Black Sea is therefore both a regional priority and a global necessity. NATO, particularly the littoral states, the EU and Ukraine will be central to shaping any future security arrangement. This Policy Dialogue will explore the practical tools needed for effective maritime monitoring and a sustainable division of labour among international partners.
This discussion will bring together leading military experts, policymakers and analysts to assess how partners can move from crisis management to a durable Black Sea security framework. Panellists will address the technical and political hurdles of enforcing a ceasefire and explore how international defence priorities can better align with Ukraine's strategic needs.
