Better and different spending through a new multilevel governance approach for the EU budget

Discussions on how the concept of better spending could be applied to future EU budget, and on what could be the contribution of new delivery mechanisms, are likely to become central in the debate on next Multiannual Financial Framework (MFF). Taking into account the current institutional debate, and in particular, the Draft Opinion of the Committee of the Regions (CoR) on the EU Budget Review, Fabian Zuleeg and Elisa Molino emphasise the need for concrete proposals. As concerns better spending, the authors suggest some solutions that regional and local authorities could take forward to enhance the pursuit of EU spending efficiency in next MFF. With regard to new delivery mechanisms, the paper underlines the need for further clarification as far as their purpose and their regional implications are concerned.
