As we mark the fourth anniversary of Russia’s full-scale invasion of Ukraine, the war is approaching a critical juncture amid a shifting global order. Ukraine remains unbroken, sustaining a “steel porcupine” defence despite a grinding war of attrition. While Russian forces endure staggering casualties and remain unable to achieve a decisive military victory in the Donbas, Moscow has pivoted to an intensified campaign of energy terrorism, targeting critical infrastructure in an attempt to break the spirit of the civilian population.
This stalemate on the battlefield underscores a defining moment of truth for the European project. As the United States increasingly focuses on the Western Hemisphere, and pivots its defence focus towards the Indo-Pacific, the responsibility for European security must rest with Europe. To overcome the self-inflicted weakness, Europe must transition from reactive crisis management to establishing a permanent security architecture. This strategic shift requires the full integration of Ukraine into the European defence industrial base, a clear path toward EU accession, and the steadfast delivery of long-term financial commitments, such as the landmark €90 billion support loan package.
This Policy Dialogue will bring together high-level policymakers and experts to chart a roadmap for 2026. We will explore how Europe can maintain political unity, bridge the gap between its geopolitical ambitions and its industrial capabilities, and ensure that Ukraine achieves a just peace through strength.
