NATO leaders issued a Washington Declaration rather than a full communique after their 75th anniversary summit in Washington DC on July 10. It was just 44 paragraphs long, plus annexes, compared to last year’s marathon 95-article Vilnius communique.

Here’s an annotated version by EPC Senior Visiting Fellow Paul Taylor, a journalist and think-tanker who has covered NATO since 1979, on what the 32 NATO leaders said, what they didn’t say, and what they may have meant.
