Turning the Tide: Towards Open Economic Security - Ten Reflections is a compendium assembled and published to complement the European Policy Centre's inaugural Brussels Economic Security Forum, held 5-6 June, 2025. It is also a stand-alone publication representing the recommendations and analysis of renowned experts during a time of rapid geopolitical shifts.

The premise is like no other: it is entirely devoted to the emerging doctrine of open economic security. We are bringing it to you, having realised the urgent need for a dedicated space for reinventing global collaboration and addressing the obvious vulnerabilities of the previous era. While we live in a world of disruptions, our intention is not to give ground to doom and gloom scenarios and zero or negative-sum games. Keeping our feet firmly on the ground, we recognise the scale of international tensions, but we also share a positive vision of the future. It is a future based on allegiance to collaborative interdependence and open economic security, which is about de-risking global relations, not decoupling them.

As much as possible, the compendium will focus on working out tangible solutions in areas of trade, technology, security, energy, and climate. While the accompanying event takes place in Europe and has Brussels in its name, it is a global platform, where we bring diverse points of view and listen to each other’s concerns. The only constraint to an otherwise free exchange of views and ideas should be that of mutual respect. Finally, the Brussels Economic Security Forum is the name of the year-long project of the European Policy Centre. Under this umbrella, we are conducting research and convening high-level discussions about different aspects of economic security. 

The ten reflections contained in the compendium come from diverse voices and from all corners of the globe. They touch on many different topics within the subject of economic security, and approach the subject from both European and international points of view. They serve as the first iteration of an ongoing, global conversation on the subject which the EPC and its partners plan to build on in the years to come.
