Policy Analyst

Michele Migliori is a Policy Analyst at the EPC, where he continued his work following a six-month period as a visiting scholar within the Health and Societal Resilience programme. He represents the EPC in the consortium of the Horizon project TOBE, and his main focus is on European health policies from a governance, institutional, and industrial perspective.

He is completing a PhD in European Law at the University of Verona with a project on Legal Health Preparedness in Europe, with a specific focus on the role of the new authority HERA. His interests also include European social policies more broadly, demographic transition, and housing. Other areas of interest include the parallels between health policies and defence policies, as well as the Union’s enlargement to the Western Balkans. Michele holds a master’s degree with distinction in law from the University of Bologna – Alma Mater Studiorum, and in 2024, as part of his PhD programme, he carried out a six-month research period at Erasmus University Rotterdam (Health Policy and Management Department).

He has long been involved in national politics and has held political office in one of Italy’s most representative political parties. He has also served on the election committees of municipal councillors, Italian MPs, and MEPs. In the most recent regional elections in the Emilia-Romagna Region, he acted as a spin doctor for the campaign of an elected regional deputy.
