Dr. Michele Migliori is a Policy Analyst at the European Policy Centre (EPC), working within the Health and Societal Resilience programme. His work focuses on European health policy, particularly health governance, preparedness, access to innovation, industrial policy, and the resilience of healthcare systems. He also leads the EPC’s contribution to the Horizon Europe project TOBE, coordinating the organisation’s activities within the consortium and its engagement with policymakers and stakeholders.

He holds a PhD with distinction in European and International Legal Studies from the University of Verona. His doctoral research focused on legal health preparedness in the EU and on HERA’s role within the post-pandemic European health governance framework. As part of his PhD, he spent six months as a visiting researcher at Erasmus University Rotterdam. He also holds a Master’s degree in Law, cum laude, from Alma Mater Studiorum – University of Bologna. Before taking up his current role, he spent six months at the EPC as a Visiting Scholar, working on EU health governance, preparedness, and defence.

His broader interests include European social and economic policy, demographic change, housing and labour markets, the links between health and defence preparedness, as well as the development and institutional balance of the European Union. He is also interested in the role played by the Italian Republic in the development of the European integration process. He is involved in academic activities in European law at Alma Mater Studiorum – University of Bologna.

Michele has longstanding experience in Italian politics and electoral processes. He has held political positions at local, regional, and national level, served on institutional electoral commissions, and developed expertise in electoral campaigns and political strategy. He has worked as a political advisor to local, regional, and national representatives and has contributed to campaigns for municipal councillors, members of the Italian Parliament, and Members of the European Parliament. Most recently, he served as Campaign Manager for a successfully elected candidate in the 2024 Emilia-Romagna regional elections, leading the overall campaign strategy and coordinating communication agencies, political staff, and volunteer teams, while also taking responsibility for the campaign’s legal, financial, and administrative procedures.
