Paul Ivan and Fabian Zuleeg argue that the next European Commission should improve on the innovations introduced by the Juncker Commission by turning the Commission College into a more hierarchical structure, with powerful vice-presidents coordinating small teams of commissioners aiming to streamline work and ensure policy coherence. In the longer-term, parts of the Commission’s policy enforcement role, for example in competition policy, should be transferred to independent agencies.
