While some parts of Europe have been experiencing an economic recovery, high youth unemployment persists in most Member States. In order to tackle this issue directly, the EU’s Youth Guarantee scheme was adopted by the European Council in April 2013. The scheme aims to ensure that all young people under 25 – whether registered with employment services or not – get a good-quality, concrete offer within four months of them leaving formal education or becoming unemployed. The impact of the scheme has so far been limited, though more time is needed in order to fully assess whether the scheme will contribute to achieving the long-term labour market reforms that are needed. Moreover, the impact on the ground is likely to differ from one place to another, though some common features have emerged upon which preliminary conclusions can be drawn. This Policy Dialogue was organised in order to present some of the early findings of an ongoing EPC study, which is looking into the implementation of the Youth Guarantee at the regional level. This study is being carried out within the framework of the EPC Task Force on Youth Employment.
