In this Issue Paper Fraser Cameron suggests that anti-American feeling in Europe has more to do with an opposition to the policies and the tone of the Bush administration rather than with any fundamental dislike of the United States. He argues that a stronger and more effective EU would help change perceptions on both sides of the Atlantic.
