Revisiting the European Security Strategy - beyond 2008

Four years after the European Security Strategy was adopted, EU leaders have asked Javier Solana to revisit the issue. This Policy Brief by Antonio Missiroli argues that the text has stood the test of time remarkably well, but some minor adjustments may be needed and some new elements added to ensure better implementation. It should, in particular, emphasise that the EU’s growing presence in the world should also translate into increased influence, which has not always been the case.
