The Hague Programme: Strengthening Freedom, Security and Justice in the EU

In this Working Paper, experienced observers and practitioners deliver the first comprehensive analysis of the challenges facing the Union following the recent adoption of the Hague Programme. The issues discussed include the possible establishment of a European Common Asylum System by 2010, the harmonisation of border controls and the creation of a common migration policy, with a view to creating a European Area of Freedom Security and Justice. All of the authors also make concrete policy recommendations.
