Communicating Europe to the world: what public diplomacy for the EU?

Is the European Union failing to communicate with the world? Does the rest of the world understand what it is aiming to achieve in its foreign policy? In this Working Paper, Dov Lynch argues that while people may not like US policy, at least its message is clear. The Union’s voice is, at best, garbled; at worst, it is not heard at all. As the EU develops as a global strategic player, this "abject failure" to communicate externally must be corrected. The Paper analyses the roots of the problem and suggests some first steps towards an effective European Union public diplomacy strategy.
