As the Barroso Commission nears the end of its term in office, this Policy Brief by Antonio Missiroli considers the key issues which the President of the next Commission must address to ensure it operates as effectively and efficiently as possible, and makes some recommendations for action when it comes to organising the new Commission and allocating portfolios. It argues that tomorrow’s Europe badly needs a Commission that is more responsible, adaptable and interactive – and that this change must begin now.
