The bumpy road to economic union - Post-Summit Analysis

The political atmosphere ahead of the European Council on 28-29 October had been poisoned by the Franco-German Deauville Declaration. But although the Summit was far from plain sailing, EU leaders in the end agreed on a number of key issues related to the reform of European economic governance. However, as this analysis explains, there are still many uncertainties and open questions related in particular to the establishment of a new permanent crisis mechanism and the ‘necessity’ of changing EU Treaties.
